Quantum Technology Innovation Hub Collaboration Enhancement Action 2026
(Q-NEXUS 2026)
Quantum technologies, including quantum computers, quantum sensing, quantum materials, and quantum communication,
hold immense potential to contribute to a productivity revolution, a healthy and long-lived society, and enhanced security.
Japan has been actively promoting the development of quantum technologies by strengthening Quantum Technology Innovation Hubs (QIH),
establishing them in 2021 and expanding to 12 hubs by 2025, leveraging the strengths of its universities and research institutions.
Recognizing quantum technology as a crucial area in the 7th Science and Technology Innovation Plan (2026-2031),
expectations for technological advancement are growing, and comprehensive support to strengthen Japan's domestic quantum technology ecosystem
is increasingly necessary.
To enhance Japan's international competitiveness in the quantum technology field and contribute to solving future societal challenges,
we will promote a comprehensive action plan centered on strengthening collaboration among QIH, fostering talent development,
promoting interdisciplinary integration, and encouraging international cooperation.
This plan is designated as the Quantum Technology Innovation Hub Collaboration Enhancement Action 2026 (Quantum Nexus Action 2026: Q-NEXUS 2026).
Objectives of Q-NEXUS 2026
Aiming to create a “Quantum-Ready” Japan, we will strengthen the activities of QIH to promote the development of quantum technologies across the nation.
Key Pillars of Q-NEXUS 2026
Strengthening Internal Collaboration: Foster collaboration among institutions within QIH to conduct strategic technology development. Quantum Technology Innovation Conference (Expert Meeting for Strengthening Innovation Policy “Quantum Technology Innovation”) December 24, 2025 (Wed) (in Japanese)
Strengthening External Collaboration: Build collaborative relationships with universities and companies outside of QIH.
Exploring Interdisciplinary Integration: Promote research integrating quantum technologies with other diverse fields such as AI, information and communication technology, and biotechnology.
Strengthening Human Resource Development & Societal Engagement: Promote the enhancement and efficiency of educational curricula, reskilling for working adults, and the recruitment of talent from diverse fields.
Deepening International Collaboration: Foster strategic joint research and promote the mobility of international talent.
